PAUL PRESTON explains the development of the New California State Map.  Paul gives a detailed explanation of how the map came about to address the fundamental issue of 'lack of representation' that exists in all states due to the Reynolds v Sims Supreme Court Decision in 1964 which destroyed 'bicameralism' in all the states.
