PAUL PRESTON discusses the heated exchange between CNN reporter Jim Acusta and White Press Secretary Stephen Miller surrounding the issue of President Trump's introduction of the new immigration bill.  This prompts PAUL PRESTON to discuss the new attmpts by La Raza and other Mexican activists to turn California into a Spanish speaking state.  Prop 58 which just was passed by the voters in 2016 takes away the mandatory requirement of the schools to insure students who graduate are proficient in English. Prop 58 replaced the land mark 1998 proposition 227 which made it mandatory for students who graduate from high school to be at a level considered 'profcient'..
